Rear Adm. Joseph D. “Doug” Noble Jr. is a 1989 graduate of the United States Naval Academy, where he received a Bachelor of Science in Electrical Engineering. He holds a Master of Science in Operations Research from the Naval Postgraduate School and a Master of Business Administration from Indiana University’s Kelley School of Business.
Noble became director of Logistics Operations (J3) and commander of Joint Regional Combat Support for the Defense Logistics Agency, Fort Belvoir, Virginia, in May 2021. DLA Logistics Operations is responsible for end-to-end supply chain management of DLA’s eight supply chains, providing logistics and material process management policy, guidance, oversight, and monitoring supply chain performance. DLA logistics operations oversee the daily operation of DLA’s field activities, supporting 2,300 weapon systems and engaging customers around the world to maximize readiness and logistics combat power. Noble also serves as commander, Joint Regional Combat Support, overseeing DLA’s three regional commands providing unified DLA interfaces for warfighters in the United States Africa Command, U.S. Central Command, U.S. Europe Command, and U.S. Indo-Pacific Command areas of responsibility, plus special operations warfighters serving under U.S. Special Operations Command.
Noble was selected as the Joint Staff (J-4) Action Officer of the Year for 2008 and was the Navy League’s Distinguished Graduate from Naval Postgraduate School in 2000. His personal decorations include the Defense Superior Service Medal, Legion of Merit (five awards), Defense Meritorious Service Medal (two awards), Meritorious Service Medal (two awards), Navy/Marine Corps Commendation Medal (four awards) and Navy/Marine Corps Achievement Medal (two awards). He is a qualified Submarine Supply Corps Officer and Naval Aviation Supply Officer. Additionally, he is a Level III Joint Qualified Officer and a member of the Navy Acquisition Professional Community.
